Plug & Charge uses ISO 15118 so the car can identify itself to the charger with a digital certificate. The charger checks the certificate with the network, the session starts and the bill goes to your contract. No app, no card.

It needs the car, the charger, the network and your contract provider to all support it and trust the same certificate system, which is why support still varies by brand and network.
